The device comprises a main time sequence unit, a different-speed image motion compensation unit, a horizontal time sequence unit and a vertical time sequence unit connected with area array CCD. Pixel columns of the area array CCD are divided into more than one column group. The main time sequence unit generates time sequence signals, the different-speed image motion compensation unit adjusts vertical time sequence signals in the time sequence signals according to task parameters sent by thesystem controller so as to synchronize the vertical moving speed and the image motion speed of charges in each column group, and the adjusted time sequence driving signals are transmitted to the horizontal time sequence unit and the vertical time sequence unit. The horizontal time sequence unit and the vertical time sequence unit amplify and translate the received horizontal time sequence signaland the received vertical time sequence signal respectively, and input the amplified and translated time sequence signals into the area array CCD to drive the area array CCD.
