The system comprises a transmitting radio frequency monitoring terminal, an electric power monitoring terminal, a broadband monitoring antenna and a comprehensive monitoring platform; the transmitting radio frequency monitoring terminal is arranged to acquire transmitting power, frequency, modulation degree and standing-wave ratio data of a short-wave transmitter radio frequency transmission cable and an antenna feeder system; the electric power monitoring terminalis arranged to acquire alternating voltage and current data of the short-wave transmitter; the broadband monitoring antenna module is arranged to measure a space electromagnetic signal radiated by a transmitting antenna of the short-wave transmitter and calculate actual output power data of the transmitting antenna; and the comprehensive monitoring platform performs analysis, calculation and evaluation according to the received acquired data of the transmitting radio frequency monitoring terminal, the electric power monitoring terminal and the broadband monitoring antenna module.
