The method comprises the following steps: segmenting a plurality of fine cigarettes; separating cigarette paper and tobacco shreds of the segmented cigarettes; collecting segmented tobacco shreds corresponding to all the fine cigarettes to obtain a plurality of segmented sample tobacco shreds; collecting near infrared spectrum data of the segmented sample tobacco shreds; based on the near infrared spectrum data, obtaining a sugar-alkali ratio; and judging the distribution uniformity of the formula tobacco shreds of the fine cigarettes in the axial direction of the cigarettes according to the sugar-alkali ratio.
