The system comprises a motion capture system, an upper computer and a handheld tool which are located in an operating room, and a surgical mechanical arm and a visual collector which are located in the operating room; at least three infrared target balls are adhered to each of four parts, namely a big arm, a forearm, a hand back and a hand-held tool of an operator; and a motion capture lens collects images of the infrared target balls on the four portions of the operating arm of the operator and uploads the images to the upper computer to be processed, the spatial positions of all the infrared target balls on each portion are obtained, and a control instruction is generated according to the spatial positions of all the infrared target balls on each portion to control the surgical mechanical arm.
