The method specifically comprises the following steps: building a dynamic model and a static model for state monitoring signals and components of all subsystems of a pumped storage unit; adopting an analytic hierarchy process to respectively calculate index decision weights of each layer of the dynamic model and the static model; extracting a bottom index characteristic value of the dynamic model; calculating an index degradation degree according to the characteristic value and a degradation degree model; based on the index degradation degree, solving an index degradation degree weight in combination with an entropy weight method; based on the index degradation degree weight and the index decision weight of each layer of the dynamic model, calculating the comprehensive weight of each index and calculating the degradation degree of the index of the previous layer; calculating until the top layer index degradation degree is obtained, converting the top layer index degradation degree into score deduction data, and carrying out dynamic evaluation; and performing static evaluation based on the index decision weight of each layer of the static model and the deduction data of each part before and after maintenance.
