According to the invention, the neutral point of the transformer is grounded through the small reactance to suppress the overvoltage, so that the excitation surge current of the transformer and the short-circuit fault current of the line can be reasonably and effectively suppressed, and excessive offset of the voltage of the neutral point cannot be caused.
