The method comprises the steps of: when a first device accesses, acquiring a traffic threshold value of the first device, the traffic threshold value of the first device being the maximum number of times that the first device is allowed to access in a first time period; generating a first starting key according to the number of the first equipment and the current time; according to the first start key, using a cached incremental register to obtain the access times of the first equipment; and in the first time period, if the number of access times of the first equipment is greater than a traffic threshold value of the first equipment, refusing the access request of the first equipment.
