The zoom system and method without mechanical moving parts are simple in structure, high in response speed, small in size, low in cost, low in liquid material selection requirement, capable of directly observing the liquid shape and large in zoom range. The system comprises a circular dielectric elastomer (3), an upper flexible electrode (4), a lower flexible electrode (5), a flat-top hollow circular truncated cone (6), transparent liquid (7), a flange part (10), a high-voltage power supply (13) and a switch (14). The periphery of the upper surface and the periphery of the lower surface of the circular dielectric elastomer are coated with an annular upper flexible electrode and an annular lower flexible electrode respectively, the inner circle radius of the annular structure is b, the width of the annular structure is a, the inner diameter of the flat-top hollow circular truncated cone is b, and the axis of the flat-top hollow circular truncated cone passes through the center of the annular structure.
