Abstract

The method includes: subscriber equipment receives the system message from radio network controller; the system message includes the convergence deviation message of frequency layer; when session begins, the radio network controller sends the multi media broadcast and multicast message including the convergence message of the said layer to the subscriber equipment. The convergence message of the said layer includes the frequency information of firstly selected layer in current location and the ID of cell in the firstly selected layer cell; the subscriber equipment decides if itself is at the firstly selected layer in term of the frequency information in the layer convergence message in the received broadcast and multicast message; if not, executes the reselection of cell in term of the ID of cell in the convergence message of the said layer and the convergence deviation information of the frequency layer.
