The method includes steps: after receiving information (inf.) of initial address sent from calling party, exchange sends inf. of requesting to fetch route to home location register (HLR) of called party; based on source signaling point inf. in the request inf., the HLR at called party determines whether the exchange is a toll exchange; if yes, then using the toll exchange sends inf. of initial address to mobile switching center (MSC) of called party. The inf. is as follows: under control of service control node, user application service of MSC at called party is in use for triggering to enhance logic. Through optimal route, toll exchange reaches MSC at roaming place of called party directly, and MSC at roaming place of called party triggers CAMEL service. Thus, the invention meets optimal route in the country, and is convenient for managers of local mobile network to develop CAMEL service.
