Vertical handover or vertical handoff refers to a network node changing the type of connectivity it uses to access a supporting infrastructure, usually to support node mobility. For example, a suitably equipped laptop might be able to use both a high speed wireless LAN and a cellular technology for Internet access. Wireless LAN connections generally provide higher speeds, while cellular technologies generally provide more ubiquitous coverage. Thus the laptop user might want to use a wireless LAN connection whenever one is available, and to 'fall over' to a cellular connection when the wireless LAN is unavailable. Vertical handovers refer to the automatic fallover from one technology to another in order to maintain communication. This is different from a 'horizontal handover' between different wireless access points that use the same technology in that a vertical handover involves changing the data link layer technology used to access the network.

The method comprises: a base station acquiring state spaces sent by mobile devices; in the base station, using a constrained proximal policy optimization algorithm to obtain gradient values of vertical handover policy networks and gradient values of value networks, and sending the gradient values to a central learner; determining in the central learner a first average gradient value and a second average gradient value, determining updated parameters of the vertical handover policy networks and updated parameters of the value networks, and sending the updated parameters to the mobile devices; and in the mobile devices, when the cumulative value of all reward values is greater than or equal to a target value and the cumulative value of the reward values is stable, enabling finally obtained updated vertical handover policy networks to output final policies. The vertical handover method for a sky-air-ground integrated cyber-physical system provided in the present invention can be directly used for the vertical handover of a sky-air-ground integrated cyber-physical system.

The method includes: acquiring a time series of the received signal strength of a first network; obtaining a predicted value of the received signal strength based on the time series; obtaining a prediction error based on the measured value of the received signal strength and the predicted value of the received signal strength, and obtaining a link fluctuation index based on the prediction error at multiple times; calculating a threshold shift amount based on the link fluctuation index, and synchronously shifting the reference handover threshold and reference handover back threshold of the first network by the threshold shift amount to generate a dynamic handover threshold and a dynamic handover back threshold; and when the terminal is currently connected to the first network, switching from the first network to a second network in response to the predicted value of the received signal strength being less than the dynamic handover threshold; and when the terminal is currently connected to the second network, switching from the second network to the first network in response to the measured value of the current received signal strength of the first network being greater than or equal to the dynamic handover back threshold.
