The system comprises a monitoring center, a call session control function entity CSCF, an application server and a convergence function entity connected with the monitoring center, the CSCF entity and the application server; the CSCF entity is used to receive monitoring commands sent by the monitoring center and send produced service-related event reports to the convergence function entity; the application server is used to trigger service monitoring to the monitored users according to the control of the CSCF entity and send produced event reports of supplementary service to the convergence function entity; the convergence function entity is used to converge the service-related event reports andthe event reports of supplementary service and uniformly send to the monitoring center.
