Abstract

The invention provides a method for adjusting a code rate control parameter based on contour detection and motion detection, aiming at special videos such as monitoring videos in the field of video compression. The monitoring video is characterized by: (1) a longer time for monitoring, thus causing an ultra-large amount of monitoring video data; (2) the clearer purposiveness of the monitoring; (3) no change of images most of the time in the monitoring video. Viewing from the characteristic (1), the large amount of the monitoring video data means expensive storage devices are required, thus the increasing of the compression ratio of the monitoring video is imperative. However, the increasing of the compression ratio can cause the quality of an image in a video to become poor, thus the compression ratio can not be excessively increased, otherwise, monitoring losses the meaning. Since the existence of the characteristics of (2) and (3) causes the significant increasing of the compression ratio to be possible, the method of the invention dynamically adjusts a video compression code rate control parameter by the contour detection and the motion detection. In addition, the method of the invention can also intelligently detect whether a monitored target exists in a video, if no monitored target exists, the compression ratio of the video can be appropriately increased and if the monitored target exists, the compression ratio can be maintained or appropriately decreased to ensure that a video image is clearer. The method provided by the invention causes the monitored subject to be clearer while increasing the monitoring video compression ratio, thereby opening up a new road for the monitoring video compression.
