The flexibility-fineness ratio parameter of the hysteretic energy-consuming web plate is between 0.2 and 0.5, the plate thickness ratio of the flange plate to the web plate is not less than 4, the rigidness ratio of the stiffening ribs is not less than 3.0, and the shape factor is between 0.5 and 1.5.
