The invention adopts the technical scheme that the data set of the geographical elements with probability of acquiring forming collaborative variation with the geographical elements with low probability of acquiring is prepared; partition of the types of the geographical elements with low probability of acquiring is confirmed; a relationship curve of reflecting global collaborative variation and reflecting local collaborative variation is constructed for various types; a map in various types of fuzzy membership grades of the geographical elements with low probability of acquiring is generated by adopting the relationship curve and the prior data set; and a numeric attributed map and a type map of the geographical elements with low probability of acquiring are generated through synthesizing the map of various fuzzy membership grades.
