The device comprises a data sending end processing part and a data receiving end processing part which are mutually connected, wherein the data sending end processing part persistently generates maintenance frames and inserts the maintenance frames in the transmission link, and the maintenance frames carry sent total frame information when the data sending end inserts the maintenance frames; the data receiving end processing part respectively reads the total frame information which represents start and end positions of a measuring period and is carried by the maintenance frames when the frame error rate needs to be measured, counts the number of frames correctly received by the data receiving end in the measuring period and calculates the frame error rate.
