The system includes a file upgrading management module, a network module, a file upgrading module and a downloader. The method includes that: all the terminals in local area network are allocated with the virus library upgrading system, thus all the terminals in local area network can be used as a service requesting node or a service providing node; when the local area network is not existed with a service providing node with virus library in latest version, the service requesting node downloads the virus library in latest version from the server; and when the local area network is existed with the service providing node with virus library in latest version, the service requesting node downloads the virus library in latest version from the service providing node.
