When the seed discharging belt rotates along with the wheels, the arranged seeds are transferred to the parts which are not vibrated or have small vibration amplitude; a seed discharging device capable of determining quantities, positions and postures, which is used as aneedle aspiration type seeding machine, or a flexible seed protecting belt (or a flexible carrier) is tightly attached to the parts which are not vibrated on the seed discharging belt, and the seeds are pressed into the recess and synchronously move along with the seed discharging belt; and when the seeds move to the lower part of the seed discharging belt, the seeds are separated from the seed discharging belt and are transferred onto a seeding carrier.
