The driving device comprises an axially-limited drive rod and a transmission lever, wherein an operating part rotating around the circumference is arranged at the first end of the drive rod; the driving rod is axially arranged with the drive rod and axially moves under the action of the drive rod to drive at least one phase shift component of the phase shifter to synchronously move; the first end of the driving rod and the second end of the drive rod are in mutual threaded mesh and are movably connected; and the second end of the driving rod is linked with the phase shift component of the phase shifter.
