The technical scheme is as follows: the system comprises a plurality of distributed measuring and controlling devices, a centralized monitoring device and a measurement system, wherein the distributed measuring and controlling devices are arranged in home electrical devices, and used to monitor, store and transmit the current and voltage data of the home electrical devices and control the power consumption and on-off state of the home electrical devices according to the received commands; the centralized monitoring device communicates with the distributed measuring and controlling devices through a communication network, receives the monitored current and voltage data from the distributed measuring and controlling devices, sends the commands to the corresponding distributed measuring and controlling devices and displays the analysis result for the user through a user interface; and the measurement system interacts with the centralized monitoring device and analyzes and processes the data.
