The process comprises the following steps of: fuel gas is led into a first treating unit of a dedusting desulfurization device to react with caustic liquor in a first circulating pool, wherein the caustic liquor is sprayed out by a first turbid liquid fogging device; the primarily-treated fuel gas enters the part I of a second treating unit of the dedusting desulfurization device, and then enters the part II of the second treating unit via a self-cleaning filter cartridge and reacts with a desulfurizing agent in a second circulating pool, wherein the desulfurizing agent is sprayed out by a second turbid liquid fogging device; and the fuel gas after reaction is directly discharged. The process and the device thereof reduce running resistance of the system and improve a dedusting ability and an ability to accept the higher fume concentration at an inlet so as to omit the dust remover in front of a desulfurizing tower in the traditional process, and therefore the problem of high one-time investment issolved, and meanwhile the running cost of the system is greatly reduced.
