The method comprises the conventional monitoring process, a real-time monitoring process and an alarm monitoring process, wherein the conventional monitoring process comprises the following steps of: in the travelling process of a vehicle, processing a signal of a microphone into audio coded data by using a sound recording and video recording unit, processing a signal of a video camera into high-resolution video coded data and storing the audio coded data and the video coded data in a secure digital (SD) card; when the vehicle stops, copying a data file in the SD card to a mobile hard disk drive and uploading a data file catalog; and uploading a specified data file according to a command of a monitoring center; the real-time monitoring process comprises the following step of: processing the signal of the microphone into the audio coded data by using the sound recording and video recording unit, processing the signal of the video camera into low-resolution video coded data and transmitting the audio coded data and the video coded data to a wireless communication unit for continuous uploading; and the alarm monitoring process comprises the following step of: storing the audio coded data and the high-resolution video coded data output by the sound recording and video recording unit in a corresponding alarm data file of the SD card within a limited period of time.
