The method comprises the following steps of: recording s calling record in a user terminal, and times and time points of paging non-response of a paging non-response user terminal in the network; aiming to each paging non-response of the paging non-response user terminal, selecting a paging non-response cell in cells before and after the time points of the paging non-response generation of the paging non-response user terminal according to the recorded calling record; aiming to the selected paging non-response cell, counting according to the times of paging non-response, and taking the cell with higher rate of the paging non-response generation as a paging non-response area. The paging non-response area existed in the network is found out by analyzing the calling record of the user terminal in the network, and the purpose of quickly and exactly optimizing the network is achieved by adopting targeted optimal measures.
