The method comprises the following steps: a user sends inquiry information; an information resource access agent determines the Web Service items conforming to conditions through a Web Service agent; generating a service binding file by use of the SOAP (simple object access protocol), and sending the service binding file and the Web Service items conforming to conditions to an information resource integration agent; the Web Service agent realizes direct communication between the information resource access agent and the information resource integration agent according to the service binding file; the information resource integration agent analyzes and inquires the Web Service items conforming to conditions to obtain the information resource, and then returns the information resource to the information resource access agent; and the information resource access agent formats the information resource and returns the formatted information resource to the user.
