The method comprises the following steps: dividing the whole region into different blocks converged at monitoring points according to the positions of the monitoring points so as to ensure minimum distance from any position in the blocks to the monitoring points; expanding outwards with the monitoring points as a center to deploy agents, wherein, the center of each hexagon is taken as the deployment position of each agent node based on the characteristic of minimum coverage redundance in the case of realizing seamless coverage under a regular hexagon condition; carrying out node growth towards the outer layers gradually so as to complete deployment of a multi-agent network; and after completion of deployment of the agent nodes, opening and monitoring the agent nodes around the monitoring points and at certain more important positions; and when a target which needs to be tracked appears, starting the agent nodes according to paths. The method has the advantages that the designated monitoring points and related regions can be effectively covered and monitored, and tracking on the process that the dynamic target approaches the designated monitoring points is realized.
