The invention relates to an online study assessment method and an online study assessment system based on Internet. The online study assessment system comprises a course creation module, a log-in module, a homework module, an assessment module, a notation module and an arbitration module. When a learner questions about the homework evaluated by a checker, the learner can propose the question to an arbiter through the log-in module. The online study assessment method comprises the following five steps: (1) a course creator creates on-line courses and assigns homework; (2) the learner dos and submits homework; (3) the checker evaluates the accomplished homework and returns the test result to the learner; (4) the learner affirms the text result of the checker; if the leaner questions about the test result, the learner proposes the question, and the arbiter carries out the final test and provides the test scores.
