The method, the system and the PCRF for achieving the reflective QoS mechanism on one hand supports all the access scenes in which the 3GPP and the BBF are connected and communicated mutually, and on the other hand whether the UE implements the reflective QoS or not can be effectively controlled by a network, so that a legal UE can be protected and an illegal UE can be prevented from preempting the network resource.
