The method comprises the following steps: a set of cell information is acquired in cell selection or cell reselection; the set of cell information is checked whether one of the set of cell information exists in a banned list, wherein the set of cell information includes one or more cell information of cells to be searched, the banned list is pre-established in the user terminal, and list items of the banned list are used to record the cell information of a banned cell; if the cell information exists in the banned list, then the cell information is removed from the set of cell information, and the check proceeds; and if the cell information does not exist the banned list, then the cell information is sent to the physical layer for searching.
