The method comprises the following steps: selecting an electronic seal, constructing a signature dictionary structure which conforms to PDF standard according to the electronic seal and filling the signature dictionary structure in the PDF document; constructing P7 data comprising an electronic signature, which conforms to the PDF standard, according to the electronic seal and textual data filled with the signature dictionary structure, and filling the P7 data into the signature dictionary structure; extracting textual data of the PDF document filled with the P7 data, sealing the textual data of the PDF document filled with the P7 data by using the electronic seal to generate national cryptologic electronic signature data, and filling the national cryptologic electronic signature data into the signature dictionary structure to obtain the PDF document comprising the national cryptologic electronic signature data.
