The invention provides a feedback method and a feedback device for downlink subframes of a base station and a user terminal. The base station downlink subframe feedback method comprises the steps of: determining a downlink subframe feedback rule which comprises UL-DL configuration and subframe offset according to actual use condition of uplink and downlink subframes, and informing the user terminal; and carrying out communication reception according to the downlink subframe feedback rule. The feedback method and the feedback device for the downlink subframes of the base station and the user terminal can select uplink subframes bearing HARQ-ACK flexibly on the bases of ensuring that the HARQ-ACK of all downlink subframes can be fed back normally. The feedback method provided by the embodiment of the invention maintains the backward compatibility of an FDD / TDD LTE system, can effectively balance HARQ-ACK feedback overhead of each uplink subframe, is suitable for the scene that the uplink subframes cannot operate normally due to causes such as interference, and can help technologies such as carrier aggregation, double connection and D2D to realize coexistence usage.
