According to an embodiment, there is provided a boiler control device including a water level meter, a water supply valve, a blow-off valve, first to third flow meters, a conductivity meter, and first and second control units. The water level gauge measures the water level in the steam drum. The water supply valve regulates the flow of water supply. The blow-out valve adjusts the blow-out flow rate. The first flow meter measures the flow rate of the water supply. The second flow meter measures the flow rate of steam. The third flow meter measures the blown flow rate. The conductivity meter measures the conductivity of the water in the steam drum. The first control unit controls the water supply valve to keep the water level constant.
