The invention relates to a video access control method, a video access control device and a cloud server. The video access control method comprises the following steps: receiving a video access request sent by a terminal; determining whether the number of an access terminal accessed to a video indicated by the access request is equal to the upper limit number or not; accessing the terminal to video access if the number of the access terminal is smaller than the upper limit number; obtaining the access time of the terminal according to the access state of the access terminal and the to-be-accessed state of a to-be-accessed terminal if the number of the access terminal is equal to the upper limit number; and sending the access time to the terminal, so that the terminal outputs the access time. According to the invention, terminal users can clearly know how long to wait to access and watch a video; therefore, the problems that the terminal users indefinitely and always pay attention and wait or repetitively try to access requests can be avoided to a certain degree; and user experience is better.
