The method comprises the steps that a plurality of cigarette paper samples of different batches are scanned to obtain a first near-infrared spectrogram; cigarette paper with ingredient content different from that of the cigarette paper samples is selected, and the cigarette paper is scanned to obtain a second near-infrared spectrogram of the cigarette paper; a detection model is established based on the first near-infrared spectrogram and the second near-infrared spectrogram, and whether the cigarette paper meets the quality requirement or not is judged according to the detection model. According to the online monitoring system and method for the cigarette paper, the near-infrared spectrum technology is introduced, and the quality stability of the cigarette paper is monitored online in real time; after the detection model is established, the mahalanobis distances of the samples can be obtained in real time by scanning the spectrograms of the samples online, the mahalanobis distances are compared with the control requirement to detect whether the cigarette paper meet the quality requirement or not, and the online monitoring system and method for the cigarette paper are suitable for judging and monitoring the quality stability of products which are produced through the cigarette paper of the same kind in different batches.
