The monitoring device comprises a reaction device, a sensing device, a control device, a communication device, a mobile phone client, a cloud server and a power supply, wherein the sensing device is used for monitoring the moving parameter, the pavement behavior parameter and the environment parameter of a bicycle, and transmitting the monitored moving parameter to the control device; the control device is used for operating and determining a current safety parameter according to a behavior parameter and an instant risk parameter which are calculated according to the moving parameter and the environment parameter, and outputting a control signal to the reaction device for alarming; and status data is transmitted to the mobile phone client and the cloud server by virtue of a transmission device. According to the device, an alarm device and the communication device are controlled to send out signals by monitoring the moving parameter and the environment parameter of a bicycle, namely, riding of a user is specified in an unconscious atmosphere when a bicycle safely moves forward, and accidents are prevented from occurring.
