The agent comprises a structural unit as shown in the specification, wherein A and B are independently selected from a structural unit of ethylene oxide or propylene oxide; R1, R2 and R3 are respectively selected from hydrogen or C1-C20 alkyl groups; R4, R5, R6 and R7 are respectively selected from C1-C20 alkylidene groups; m, n, p, x, y and z are integers larger than or equal to zero, wherein m and x are not 0 at the same time, n and y are not 0 at the same time, and p and z are not 0 at the same time; and X is selected from Cl, Br or I. The invention also provides a preparation method for the anti-mud-type polycarboxylic-acid water-reducing agent.
