The supporting frame is connected with a water retaining wall and a wave dissipating wall, wherein the water retaining wall is located on the edge of the platform deck, and the wave dissipating wall is located on the side, away from the platform deck, of the water retaining wall and arranged obliquely. A plurality of wave resisting strips extending horizontally are arranged on the side, away from the platform deck, of the wave dissipating wall. The wave resisting strips are connected with the first rack. The first rack extends in the inclination direction of the wave dissipating wall.
