The invention discloses a planar arrangement method for a marine modular LNG (Liquefied Natural Gas) receiving terminal. The method comprises the steps of 1, dividing a marine LNG receiving terminal process system into a plurality of process modules; 2, determining a safety spacing of each process module based on a regional quantitative risk analysis method; 3, proposing various feasible arrangement schemes for the marine LNG receiving station process modules in combination with an intrinsic safety design theory according to current related specifications and the safety spacing in the step 2; 4, performing investment estimation and quantitative risk analysis including a domino effect on each proposed arrangement scheme; 5, assessing whether each design scheme is in a risk acceptable standard range or not, and performing investment and risk dual-target optimization; 6, screening out the arrangement schemes subjected to the investment and risk target optimization and the arrangement schemes meeting the risk acceptable standards; and 7, performing comparative selection on the arrangement schemes in the step 6 to select out an optimal arrangement scheme for the marine LNG receiving terminal.
