The centralized management system comprises an identification code generation unit, a transmission unit, a check code generation unit, a configuration file request unit, a check unit and a calculation unit, wherein the identification code generation unit generates a unique identification code of the VPN device and establishes a secret key; the transmission unit transmits the unique identification code, the secret key and a configuration file to a configuration file storage unit; the check code generation unit obtains the unique identification code and the secret key after the VPN device is started to generate a check code; the configuration file request unit sends a request instruction; the check unit calculates the check code, compares whether the calculated check code is the same as the check code contained in the request instruction, downloads the configuration file to the VPN device if so, and returning an error message if not; and the calculation unit calculates an MD5 value of the downloaded configuration file, compares the calculated MD5 value is the same as the MD5 value of the configuration file used presently, and if not, downloads a new configuration file for the VPN device.
