The switch locking unit and the electric execution mechanism are connected. The hand wheel locking unit is fixed to the valve body and connected with the hand wheel. The switch locking unit, the hand wheel locking unit and the key exchange unit are connected and matched through a key. The electric execution mechanism can be contained in an interlocking system, the key can also be exchanged and interlocked with a manual valve mechanical interlocking device, and therefore safety of the whole system is ensured. The correct key can be pulled out through the correct operation sequence even through the electric execution mechanism cannot be forcibly locked, and correct logic operation can be carried out only through the correct key.
