A per-unit-power signal-to-noise ratio of each subcarrier of at least two subcarriers is determined by using a modulated signal; a bit error rate of each subcarrier of the at least two subcarriers is determined according to the signal-to-noise ratio and a preset correspondence between signal-to-noise ratios and bit error rates, to obtain subcarrier bit error rates; a modulation format in which a to-be-modulated signal is modulated onto each subcarrier of the at least two subcarriers is determined according to the subcarrier bit error rates; a system bit error rate of a multi-carrier communications system is determined according to the subcarrier bit error rates; and a carrier power of each subcarrier of the at least two subcarriers is determined according to the system bit error rate.
