Provided is an electric energy quality and insulating performance monitoring device of a three-phase four-wire IT system. The monitoring device comprises a controller unit, an insulation signal sampling unit and a current and voltage sampling unit; and the current and voltage sampling unit and the insulation signal sampling unit obtain three-phase voltage and current signals and narrow pulse voltage signals to ground respectively and send the signals to the controller unit for insulation performance and electric energy quality monitoring. The controller unit switches on first, second and third electronic switches in first, second and third signal sampling branches in the insulation signal sampling unit to obtain the narrow pulse voltage signals to ground. The device can monitor the insulation performance of the three-phase four-wire IT system online needless of addition of extra independent signals, determine short-circuit faults to ground of positioning phase lines and neutral lines or determine and locate a grounding insulation failure fault of the phase lines, and calculate the grounding insulating resistance during the insulation fault of the single phase line.
