Abstract

A data transmission method, device and system are used to solve the problem that a transmission mechanism based on a transmission time interval TTI of 1 subframe or a transmission mechanism based on a TTI of 1 ms cannot meet user service delay requirements. In a base station provided by an embodiment of the present invention, the processing module is used to determine data transmission resources, the data transmission resources are short TTI data transmission resources, and the length of the short TTI data transmission resources is less than one subframe in the time domain or less than 1 ms; a transceiver module, configured to send DCI to the terminal device, where the DCI is used to indicate the data transmission resource; and use the data transmission resource to perform data transmission with the terminal device.
