The waveform generating unit with the phase shifting function generates transmission excitation signals with different phases each time and outputs the signals to the transmitting system; the signals are transmitted by an antenna to the space; the digital intermediate-frequency receiver receives an echo signal received by the antenna and a dominant wave signal coupled by a transmitter; a corresponding digital filter processes the signals to obtain zero-intermediate-frequency IQ signals and the zero-intermediate-frequency IQ signals are outputted to the signal processing unit; the signal processing unit receives the two paths of zero-intermediate-frequency IQ signals outputted by the digital intermediate frequency to carry out coherent processing and signal quality threshold processing and transmits the processed results to the data acquisition machine and the terminal for data acquisition.
