The vertical bracket has two vertical arms; and one end of each second horizontal rotating shaft is connected with the horizontal support and the other end is localized at the vertical arm of the vertical bracket in an axial rotation manner. The first horizontal rotating shaft passes through the balanced counterweight material and the two ends of the first horizontal rotating shaft are localized at the horizontal support in an axial rotation manner. The laser scanning radar is connected to the balanced counterweight material. The center of gravity of the overall structure of the laser scanning radar and the balanced counterweight material is located below the axis of the first horizontal rotating shaft and the axes of the second horizontal rotating shafts.
