The method comprises the steps that: a content device receives a downloadrequest sent by a download client, wherein the download request comprises an uploading transaction identity and a license transaction identity of a content file required for downloading; the content device determines whether the download client has license information of downloading the content file or not according to the uploading transaction identity and the license transaction identity, and ifthe download client has the license information of downloading the content file, the content file is sent to the download server; when the content file is completely distributed, the content device sends a download transaction request to a content transaction processing device, wherein the download transaction request comprises download information; the content transaction processing device receives the download transaction request, the download information is determined to be valid, a download transaction is generated, and the download transaction is sent to a block chain processing device;and the block chain processing device receives the download transaction, and the download transaction is added into a block chain.
