The recycled asphalt concrete is prepared from the following raw materials: steel slag, waste asphalt concrete, an ageing-resistant regenerant, mineral powder and new asphalt, wherein the ageing-resistant regenerant is prepared from base oil, a compatible aid, an alkylated antioxidant, an SBS modifier, a light absorber and astabilizer; the base oil contains industrial oil and epoxidized soybean oil; the compatible aid contains a wax crystal dispersion aid and a low-temperature flow modifier. A preparation method of recycled asphalt concrete specifically comprises the following steps: heating the steel slag, heating waste asphalt concrete and heating new asphalt; mixing and stirring the steel slag heated to the specified temperature with waste asphalt concrete, then adding new asphalt heated to the specified temperature, adding the aging-resistant regenerant, and finally adding the mineral powder to prepare the recycled asphalt concrete mixed with the steel slag.
