The method comprises the steps that minimizing the adjustment degreeof a power receiving end unit is used as an optimization target; a hybrid optimization model of a power transmission end power generation plan and a pumping energy storage power plant power generationplan is established, wherein the plans consider the peaking demand of a power receiving end; the constraints of the established hybrid optimization model are determined; and the established hybrid optimization model is solved according to the determined constraints, so as to acquire the optimal optimization scheme of the power transmission end power generation plan and the pumping energy storagepower generation plan. According to the invention, the established hybrid optimization model is used to optimize the power transmission end power generation plan and the pumping energy storage power plant power generation plan; a power transmission end and a pumping energy storage power plant can participate in peaking of the power receiving end to a greater extent; the adjustment degree of the power receiving end unit is minimized; the operation economy of the unit is improved; the frequency safety of a power grid during the rapid change period of a load; and the method and system can be widely applied to the field of power system scheduling optimization.
