The flexible circuit board includes a substrate, a line layer and a shielding layer; the line layer includesa first line layer; the first line layer is disposed on a surface of the substrate and includes a first transmission line and first binding pins connected with the first transmission line, wherein the first transmission line is arranged in a transmission region, and the first binding pins are disposed in a binding region; the shielding layer includes a first shielding layer; the first shielding layer is disposed on one surface of the substrate, wherein the one surface of the substrate is far away from the first line layer; the first shielding layer includes a first main body portion and a first extension portion connected with the first main body portion, wherein the first main body portion is laid in the transmission region, and the first extension portion is laid in the binding region;and notches are formed in two ends of the first extension portion so as to expose positioning marks. The invention also provides a touch control display device.
