The curing agent is prepared by adopting a mode of a reducing agent plusa gelling agent, wherein the ratio of the weight of the gelling agent to the sum of the weight of the rest components in the curing agent is (50 to 60):1; the reducing agent in the curing agent stabilizes soluble P2O5 and Fe<2+> in phosphorus gypsum by displacement and reduction actions and restores harmful components in the phosphorus gypsum into crystals to obtain a harmless and stable materialwhich is coated by the gelling agent.
