The boss (16) includes a hole (26) therethrough, and the hole (26) has a longitudinal axis (36). The device (28) includes an annular body and a gas permeable feature (30). The annular body includes an inner surface (38) configured to abut the boss (16) and an outer surface (46) configured to abut the housing (18). The annular body has opposite first (42) and second (44) ends with respect to the longitudinal axis (36). A gas permeable feature (30) is provided on the inner surface (38) and extends at least from the first end (42) to the second end (44). The disclosure also describes a pressure vessel (10) including a housing (18) and a boss (16), and a device (28) positioned between the boss (16) and the housing (18). A method for forming a pressure vessel (10), comprising mounting a boss (16) on a mandrel, positioning an annular fitting (28) around a neck (22) of the boss (16), forming a liner (20 ), and form an outer casing (18).
